The MGCY convenes its work and coordination by topic, by region and by scope.

In order to effectively facilitate engagement, the MGCY has working and coordination structures. These are responsible for different aspects of MGCY’s work. In addition, the MGCY has several formal mandated positions. They may be member entities or individuals nominated by member entities and have a predetermined mandate period and Terms of Reference.

How is the MGCY Structured?

Assembly

The Assembly constitutes the entirety of the MGCY. It consists of all members (entities; and individuals through CYI) and all structures.

Constituency/Working Groups

This is the structure that directly facilitates and coordinates formal engagement and participation in respective UN processes and/or avenues along the MGCY’s areas of work. Each UN process, entity or clusters of UN processes has a corresponding working group as the formal constituency of that specific process/avenue. These are coordinated by Global Focal Points (GFPs)

Regional Caucuses

This includes all the member entities in a specific region (Asia Pacific, Western Asia, Latin America and Caribbean, Africa, Western Europe and Others). They coordinate the work on the MGCY at the regional level.

National Platforms/Caucuses

This includes all the member entities in a specific country or territory. They coordinate the work on the MGCY at the national level.

Platforms

This is the structure that supports and informs the deliberations of  constituencies/working groups’ activities and members as per their (constituencies’) respective areas of focus in order to strengthen coherence within the MGCY.

Secretariat

The Secretariat of the MGCY is responsible for overall facilitation of the MGCY. It comprises the Organising Partners, Policy Officers and the Administrative Team (coordinated by the Administrator) of the MGCY. Its primary role includes building political, procedural and substantive coherence across the work of MGCY and convening the coordination team.

UN MGCY-CYI Board

Children and Youth International (CYI) is the legal and financial entity of the MGCY. It supports the functioning of its secretariat, laterally oversees the work of the Organising Partners (OPs), co-leads the OPs election process along with the MGCY coordination team, convenes MGCY’s grievance redressal mechanism, and provides the organisational avenue for young individuals aged 30 and below to engage in the work of the MGCY. 


Who Coordinates the Work of the MGCY?

Secretariat

  • Organising Partners (OPs)

These are individuals comprising part of the secretariat and responsible for executing its respective tasks, these include overall coordination coherence in the work of the MGCY. In primarily includes a) Policy (political, procedural and substantive) coherence (values of MGCY, means of implementation, principles of meaningful and rights-based institutional engagement, youth issues, established policy positions and more); b) Oversight of Constituencies/Working Groups, Policy Officers and Administrative Team; and c) engagement in collective avenues.

  • Policy Officers

    They are individuals. They a)support, backstop and directly help coordinate the work of different constituencies/working groups aligned by the pillars of the UN and/or cross cutting issues, b)Coordinate forward looking substantive development and advocacy, and build coherence across the engagement avenues, c) Support discussions and deliverables on relevant current affairs, trends and emerging issues and events as related to their areas of focus. 

  • Administrator

This is an individual comprising a part of the secretariat and responsible for coordinating the administrative functions and the administrative team.

Constituencies/Working Groups

  • Global Focal Points (GFPs)

They are responsible for the overall facilitation of the specific constituency/working group/substantive area and its tasks. They are member entities who execute the mandate through nominated individuals. They are directly elected through the membership.

  • Regional Focal Points

They are responsible for regional participation and mobilisation for the respective constituencies/working groups, and may be member entities or individuals nominated by member entities, including CYI (if they can demonstrate substantial links with regional youth entities).

  • Thematic Focal Points

They support the coordination of a broad or narrow substantive topic of focus, as determined by the relevant policy framework or the constituency/working group. They may be member entities or individuals nominated by member entities, including CYI.

All of these together comprise the constituency coordination team

Regional Caucuses

  • Regional Caucus Coordinators (RCCs)

They are responsible for coordinating a specific regional caucuses and its relevant activities across the MGCY. These include the respective regional platform and an entity elected through the regional membership (the regional youth engagement structure).

The RCCs along with the respective regional focal points comprise the regional caucus coordination

National Caucuses/Platforms

  • National Caucus/Platform Convenors (NCCs/NCPs)

The National Caucus/Platform is convened by two rotating co-convenors selected from its membership through an organized, transparent and equitable process through consensus. If no consensus can be reached, the selection will be made by a simple vote through each member of the caucus. 

Science Policy Interface Platform

  • Science Policy Interface Platform Focal Point (SPI Platform-FP)

They are responsible for the overall facilitation of the SPI Platform. They may be member entities or individuals nominated by member entities, including CYI.

  • Science-Policy Interface Focal Points (SPI FPs

They are responsible for coordinating SPI-related activities within respective working groups, and they may be member entities or individuals nominated by member entities, including CYI.

These together comprise the SPI Coordination Team

Platforms

  • Platform Liaisons

These include the Liaisons for the Platforms (International, Regional, National, Grassroots, Youth Mechanisms of UNGA Observers, Platform for ECOSOC Accredited Youth Organisations, Youth Mechanisms to Multilateral Organisations) for general coordination

  • Focal Points

The platforms may internally identify focal points for the different thematic clusters of work to work with the respective constituencies/working groups

UN MGCY-CYI Board

  • Board Members (BMs)

They are responsible for executing the duties associated with the role of CYI.

The board members, including the OPs and the administrator in an ex officio capacity constitute the UN MGCY-CYI board


What is the MGCY Coordination Team?

MGCY Coordination Team

It is the primary coordination structure of the MGCY. Its role is to coordinate, execute and create greater cohesion, coherence  across all of the MGCY’s work, inter alia, thematic, regional and institutional work, within and across the various engagement avenues and processes. It is chaired by the MGCY OPs. Its meetings are convened by the MGCY Secretariat. It comprises the Secretariat (OPs, Policy Officers, and Administrative Officer), all the Global Focal Points, Focal Points of / Coordinators of cross-cutting Platforms, the Regional Caucus Coordinators and representative/s of the MGCY-CYI Board of Trustees.

What is the MGCY All Focal Points Group?

All mandated positions within MGCY within the MGCY constitute the “All Focal Points Group”.
